Linkages between birth registration and Statelessness

In this paper, Mr. Karn shows the relationship between birth registration and statelessness in the context of Thailand. Discussions relate the issue to the situation of ethnic minorities, migrant workers and refugees, showing that the problem for each group can be quite distinct, yet equally complex. It highlights the concerns on what leads to statelessness and also presents some recommendations and intervention points to prevent the situation.
Mr. Karn Sermchaiwong is the Senior Protection Coordinator for the International Rescue Committee (IRC), where he has been working for six years. Mr. Karn has particular expertise in the designing and leading migrant survey projects, and providing technical and legal input on trafficking, migration and child protection issues, as well as on the development of legal aid centres for vulnerable groups. Mr. Karn is also a member of the Sub-commission of Ethnic Groups Issues, under the National Human Rights Commission of Thailand, as well as Vice-Chairman of the Human Rights sub-committee on Ethnic Minority, Stateless and Displaced Persons with the Law Society of Thailand.
