Human Rights Training Programme: for the Youth Leaders of the People's Progressive Party

The series of human rights training programmes in different locations in Malaysia - organized by ERA Consumer with the support of the Friedrich Nauman Foundation - is now turning to members of political parties. The programmes aim at raising political awareness on the concept of human rights as well as the human rights situation in Malaysia. The People’s Progressive Party (PPP) was the first party in the Ruling Coalition that participated in the human rigths training programmes for political parties in the year 2003.

The Training Programme for Youth Leaders of the People’s Progressive Party was organised in collaboration with the National Youth Wing of the PPP from 20 to 23 February 2003 in Langkawi, Malaysia. 60 participants from different states throughout the country had a chance to get to know one another through an iitial ice-braking session. The whole programme was conducted in a participatory manner with interactive sessions and role-plays.

The programme was officiated by

  • YB Senator Datuk Karveas, President of PPP and Deputy Minister for Housing and Local Government

Keynote speeches were delivered by

  • Tan Sri Dato’ Harun Hashim, Commissioner and Deputy Chairman of the Human Rights Commission of Malaysia (SUHAKAM),
  • Mr. T. Murugiah, PPP Youth Chairman.

The main part of the training programme concentrated on the understanding of the Universal Declaration of Human Rights and the International Human Rights Covenants. Last year, the Foundation had supported ERA Consumer in translating some of these covenants into Bahasa Melayu in order to reach a wider range of people. The translated covenants are supposed to be handed to the representative of the United Nations in Malaysia.

The respective sessions of the training programme focused on the International Covenant on Economic, focused on the International Covenant on Economic, Social and Cultural Rights, the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights and the Convention on the Rigths of the Child.

Resource persons for these sessions were

  • Mr. Jerald Joseph, Director of Community Information Centre
  • Mr. Anil Netto, Adiser of Aliran,
  • Ms. Irene Xavier, Director of Women’s Friend Association,
  • Ms. Manohary Subramaniam, Administrative and Programme Manager of All Women Action Society (AWAM).

In addition, one session was conducted on fundamental liberties in the Federal Constitution. The presentation on laws and the constitution was given by

  • Mr. Ramdas Tikamdas, President of HAKAM.

Tan Sri Dato’ Harun Hashim, Deputy Chairman of SUHAKAM, delivered a speech o the role of SUHAKAM in promoting and protecting human rights in Malaysia. He urged that political leaders should be educated on the issues of human rights for the betterment of the human rights situation in Malaysia.
